You will serve as a Supervisory Management Analyst in the Manpower and Organization Division, Total Force Directorate of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters, located in Norfolk, Virginia.

Duties

You will serve as a technical expert in conducting Manpower and Organizational Effectiveness Determination (MOED) studies, organization mission and function studies, and special management studies. You will be responsible for managing and supervising the timely performance management of the MOED team. You will manage multiple studies which are critical to properly develop manning requirements at the levels that support the NAVFAC mission. You will develop comprehensive reports of findings to ensure the best possible solution, recommendations, advice and assistance are provided.

  • You will be required to obtain and maintain a current valid United States driver?s license.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position requires travel, up to 50% of the time from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Developing and coordinating manpower and organizational effectiveness determination; 2) Compiling, reviewing, and analyzing manpower and workload data and reports to support an organization's strategic staffing plan; 3) Applying policies and procedures to maximize utilization of resources, manpower and organizational effectiveness determination within guidelines of laws and regulations on manpower utilization; and 4) Providing total force manpower recommendations and solutions.
