You will serve as an IT SPECIALIST (PLCYPLN) in the Fleet installation, engineering and Logistics of Naval Information Warfare Center Pacific NAVWARSYSCEN PACIFIC SAN DIEGO CA.
Duties
You will manage lead and perform work that involves developing, delivering or supporting IT systems and services.
You will provide expert technical and programmatic advice, guidance and recommendations to management and stakeholders on critical IT issues.
You will develop, implement and ensure compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of all IT programs.
You will analyze evaluate Statements of Work (SOW) to ensure requirements are within scope of the task and meet the required technical efforts.
You will lead and complete multidimensional, complex tasks with multiple dependencies independently.
You will mentor others regularly ensuring appropriate succession and lead others to accomplish complex, cross organizational goals.

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: analyzing and evaluating Statements of Work (SOW) to ensure requirements are within scope of the task and meet the required technical efforts.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: providing expert technical and programmatic advice, guidance and recommendations to management and stakeholders on critical IT issues.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: interfacing effectively with personnel at all levels and has the ability to support briefings or presentations to mid to high level stakeholders
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: allocating resources to execute complex projects to improve performance in accordance with schedule, quality and cost objectives.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-12 or pay band in the federal service or equivalent experience in the private or public sector applying knowledge of IT, computer and network hardware, and computer systems architecture and integration; providing resolution to production, integration and installation problems associated with Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems; providing leadership, mentoring, and training to engineers, technicians, and IT specialists in planning, distributing, coordinating, and monitoring work assignments of others.
