This position is located in the Office of the Chief Financial Officer at the National Labor Relations Board. The purpose of this position is to serve as the Internal Control subject matter expert who is responsible for the planning, organizing, evaluating and overseeing various functional operations as well as managing specific projects within the OCFO and subordinate branches that significantly impact the Agency's accomplishment of its primary mission.
Duties
As a Financial Management Specialist (Internal Controls Specialist) GS-0501-14, your typical work assignments may include:
Assisting with the planning, oversight, and delivery of prioritized remediation plans, business process control reviews, and supporting other ad-hoc activities related to the various internal control projects.
Managing or directing work of multiple work groups in a manner that effectively delivers results as prescribed in the OMB Circular A-123 to ensure A-123 processes are established, monitored and reported to NLRB Leadership and external auditors.
Providing oversight and guidance to a large integrated team composed of NLRB Directors and employees to address the requirement of the OMB Circular A-123 Management's Responsibility for Enterprise Risk Management and Internal Control (OMB A-123).
Developing and executing a comprehensive program of financial policy and financial controls which constitute an integral component of the organization's total management concept and practice.
Collaborating with the Department of the Treasury and OMB representatives to assist in the delivery of timely and accurate reporting for Financial Statements, and Performance Accountability Report.

IDEAL CANDIDATE STATEMENT:
The ideal candidate for the Financial Management Specialist position possesses excellent written and oral communication skills to brief high level management. The candidate must demonstrate the ability to establish risk management frameworks, enhance internal control systems, drive performance improvement, and ensure efficient audit follow up. The candidate has independent judgement, is flexible and adaptable to change. The Financial Management Specialist understands different program requirements and can speak with technical authority when offering guidance/direction. Meticulous attention to detail preferred.
MINIMUM QUALIFICATIONS:
To be qualified for this position, applicants must have one year of specialized experience, equivalent to the GS-13 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Financial Management Specialist at the GS-14 grade level.
Specialized experience includes:
Experience in coordinating Enterprise Risk Management (ERM), Internal Control, performance improvement, and audit follow-up activities.
Provide technical knowledge, coordination, and performance of responsibilities to ensure the Agency's compliance with laws, regulations, and Federal internal control standards are fulfilled and adhered to.
Leads and participates in special projects or reviews of crosscutting issues that involve responsibilities of multiple Divisions/Offices and presents findings and recommendations to management.

TIME-IN-GRADE REQUIREMENT:
Applicants must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-13 grade level or equivalent grade level of federal service is required to qualify for the GS-14 grade level.
