The VA Northeast Ohio Healthcare System is recruiting for a Management and Program Analyst. The Management and Program Analyst will function within Pharmacy Service.
Duties
The Management Program Analysis duties include, but are not limited to:
Communicates technical information to a diverse group of individuals with varying levels of understanding.
Plans and prepares the procurement and contracting for Pharmacy Service
Responsible for evaluating Pharmacy Service workload and clinical efficiency.
Develops and executes computer programs to manage project activities related to data collection.
Assists in analyzing workload tracking in all sections of the service to identify and recommend staffing adjustments within the daily operations.
Prepares comprehensive reports with findings and recommendations based on varied management and administrative considerations.
Responsible in providing technical consultation for all relevant Pharmacy Service proposals submitted for technical review and commentary.
Recommends the establishment and preparation of administrative policies, directives, and procedures for implementation throughout Pharmacy Service.
Directs administrative support to ensure that inquires, correspondence and actions for Pharmacy Service
Based on day-to-day observations, analysis of work processes, and management studies, the incumbent evaluates Pharmacy Service program operations; identifies problems, inefficiencies, and potential problems, and develops recommendations for the solution of complex administrative issues.
Work Schedule: Monday - Friday 8:00 am to 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing work processes, evaluating overall program operations, oversight of administrative and human resources requirements, assisting with procurement and contracting, identifying complex administrative problems and developing solutions, developing reports, analyzing and summarizing data, maintaining and monitoring data and making recommendations based on analysis, maintaining computerized databases or information tracking systems, collecting, compiling and organizing information, and using computer systems or applications to access, create, edit or retrieve data.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have A Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to a degree or L.L.M. if related to the work of this position. This education must have been from an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours the school attended has determined to represent one full year of study. (Transcripts must be submitted).
OR,
Combination: AA combination of experience and education as described above to qualify at the GS-11 level. This can be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicant for positions at the GS-11.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. No other special physical demands are required of this work.
