The RLDO Division Director is responsible for providing leadership, overall strategic vision and policy for reviewing processes and documentation and lead the efforts to align SAIT’s activities with the Foreign Service Institute’s activities to standardizing processes across SAIT. The incumbent directs and supervises the SAIT Management Branch and the Development, Evaluation and Innovation Branch.
Duties
Manages internal business operations for SAIT, and is responsible for ensuring the management section plans, develops, and oversees administrative support for SAIT training.
Oversees all staff assigned to the Management and Development, Evaluation and Innovation branches. Oversees all staff assigned to the Management Operations branch, the Curriculum and Staff Development branch, and innovation work of the Division.
Establishes fiscal year operating plans based on resources available to satisfy current and anticipated requirements.
Facilitates an organization-wide collaboration processes to ensure budget plans and reports are accurate.
Provides advice on the Department’s and FSI/EX’s budget formulation processes and strategies.
Requirements

- Must be able to obtain and maintain a Secret security clearance.
- Statement of Employment & Financial Interest required prior to appointment.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience managing fiscal or budget programs and staff to improve operational effectiveness.
Experience implementing or developing administrative program and management policies to streamline work processes.
Experience integrating budget services and human capital plans for various organizations.
Experience monitoring human resource operations and performance management processes across organizations or divisions.
Experience overseeing budget analyses to implement changes for organizational efficiency.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
