This position is located in National Operations Center (NOC), Division of Business Services, Branch of National Property and Support, National Programs in Lakewood, Colorado. Duties

Plans, organizes, and directs the activities of the National Program Support Section, ensuring that all of the national programs/areas managed comply with legal and regulatory requirements and meet customer needs. Develops goals and objectives that integrate organization and National Operations Center annual work plan (AWP) objectives. Establishes policies and procedures for national programs. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Reviews organization mission, functions, and staffing. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Advises staff regarding policies, procedures, and directives of higher-level management and headquarters. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Identifies employee developmental needs and provides or arranges for training (formal and on-the- job) to maintain and improve job performance.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity. Specialized experience is defined as planning, organizing, and directing activities of a National Program Support activity, ensuring that areas managed comply with legal and regulatory requirements and meet customer needs. Developing goals and objectives that integrate organization and work plan objectives. Establishing policies and procedures and experience with or related to; National Warehousing and Inventory Management Program to include Printed Materials Distribution Services; National Housing/Quarters Program; and the National Sign Program. . Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
