This position is located in the Enrollment Case Management Section at the VA Health Eligibility Center. The primary purpose of the position is to provide second line supervision and management support for staff performing Enrollment Case Management.
Duties
Establishes guidelines and performance expectations for staff that are clearly communicated through the formal employee performance management system.
Observes worker's performance demonstrates and conducts work performance critiques.
Develops work improvement plans, recommending personnel actions as necessary.
Provides advice and counsel to workers related to work and administrative matters.
Effects disciplinary measures as appropriate to the authority delegated in this area.
Reviews and approves or disapproves leave requests.
Evaluates processes and procedures in place and provides recommendation to the Deputy Associate Director for more effective organizational functioning when appropriate.
Prepares and coordinates data from sources throughout VHA and HEC elements to establish new or modified work methods/business procedures and guidelines.
Prepares and presents briefings and information to management officials for assigned areas to ensure comprehensive program coverage and effective interface among all HEC functional elements.
Perform other duties as assigned.
Work Schedule: Monday-Friday 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Providing advice and counsel to workers related to work and administrative matters.
Analyzing individual employee and section performance and productivity on both a qualitative and quantitative basis in relationship to established goals and objectives.
Exercising responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank
Providing recommendations on the most economical methods of achieving goals and objectives.
Reviews, updates and tracks end of year trends to identify training needs and develop performance standards.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
