Services (MS).
Duties
This Supervisory Program Specialist position is responsible for providing a broad range of management services essential to the National Call Center for Homeless Veterans (NCCHV) daily operations. The incumbent is responsible for providing program management and operational
guidance to those staff performing contact management support activities in the VHA National Call Center for Homeless Veterans. Major duties and responsibilities of this position include, but are not limited to:
Develops new or proposed Standard Operating procedures and guidelines and makes recommendations to management on the need for new or modified policies, both long and short range, some of which will have agency-wide impact.
Acts as a liaison to VA Medical Center Coordinators, Enrollment Officers, and VISN Business Implementation Managers (BIM's) for elevated issues or discussions relating to policies or matters that could impact the National Call Center for Homeless Vets (NCCHV)
Manages projects/special projects for major programs of broad impact to the agency, including issues affecting Veterans nationwide. Conceives, recommends and implements new initiatives and projects to strengthen, facilitate, and integrate programs within NCCHV
Develops proposals and/or plans related to the implementation of new or modified revenue programs or projects. Proposals may include staffing projections, roll out plans, proposals for new services, recommendations for automation of certain functions, and related activities.
Performs comprehensive management analysis and evaluation, taking into consideration factors such as cost effectiveness, attainment of project goals and objectives, and compliance with pertinent legal and regulatory guidelines. Provides guidance and advice on the most appropriate method or procedure of analysis and evaluation to accomplish missions and ensure optimum management strategy.
Conducts liaison with Member Services and Heath Resource Center (HRC) in order to assist with meeting organizational plans, policies, and training objectives. Maintains open communication between the HRC and the liaised organization through coordination, synchronization, and integration of lessons learned efforts.
Plans, manages, and completes special and major projects independently; conceives and implements new initiatives or mandated items to strengthen current programs or develop new business processes; assists with the Leadership Development program and Succession Planning.
Provides technical and analytical expertise to WFM management regarding the need for alterations or revisions to current policies and procedures. Reviews proposed organizational changes involving the establishment, consolidation, transfer, or regrouping of functions of one or more entities or sub-entities. Provides advice, guidance and assistance to organizational supervisors and managers as appropriate
Work Schedule: Full-Time. Monday-Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
1. Performing management and program analyses, providing operational support, providing administration and managerial functions
2. Responding to a wide range of administrative matters, including development or implementation of policies, practices, and other management activities
3. Identifies complex problems in program policies or procedures and makes recommendations for resolutions to senior leadership
4. Providing advisory services utilizing quantitative and qualitative methods for the assessment and improvement of program areas
5. Addressing diverse audiences both verbally and in writing, including top level managers and other government officials to aid in departmental policies, services and benefits.
