The primary purpose of this position is to serve as a Subject Matter Expert (SME) for the Risk Management and Internal Control (RMIC) Program responsible for the scheduling and execution of the Command-wide USSOCOM RMIC Program. Supports the Director of RMIC, who is the Command's technical authority, in the design of the RMIC Program and the development of the annual statement of assurance.

Duties

1. Serves as a Subject Matter Expert (SME) for the Risk Management and Internal Controls (RMIC) Program. 2. Serve as primary Risk Management and Internal Control (RMIC) Program liaison among stakeholders, Component and Sub-Unified Commands, Service Providers, and Auditors. 3. Facilitates process development, documentation, and improvement efforts to support business processes across USSOCOM. 4. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

  • Must be able to obtain and maintain a Top Secret Security Clearance
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
  • This position has been designated by the Air Force as a "Testing Designated Position" (TDP) under the AF Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice testing

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of and skill in applying federal financial management theories, practices, methods, and techniques to independently analyze business processes and to modify and adapt analytical techniques to perform a variety of assignments, solve problems, and to advise managers on risk assessment and internal control matters. Mastery level knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of the federal risk management and internal controls (A-123) program functional area sufficient to conduct difficult assignments involving interfaces and inter-relationships of programs, systems, functions, and policies, as well as to develop solutions to controversial problems/issues. Knowledge of financial systems and concepts sufficient to ensure compliance with the United States Standard General Ledger (USSGL), the Standard Financial Information Structure (SFIS), and the Federal Financial Managers Integrity Act (FFMIA) requirements. Extensive knowledge of quantitative and qualitative analytical techniques sufficient to develop and apply unique or extensive probing and analysis techniques and methods when resolving complex business process and financial management problems/issues. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the Federal Managers Financial Integrity Act, Federal Financial Management Improvement Act, The CFO Act of 1990, and OMB Circular A-123 Risk Management and Internal Controls requirements. 2. Knowledge of Information Technology General and Application Controls, Statement of Standards on Attestation Engagements (SSAE) No. 18, Service Organization Control (SOC) Reports, and methodologies to integrate assurance over Service Provider controls into the Entity Level Control environment and statement of assurance of an organization. 3. Ability to review/develop Notice of Findings (NFRs) and Corrective Action Plans (CAPs). 4. Skill in the analysis and resolution of complex problems. 5. Skill in process and workflow analysis to support development and improvement of end-to-end process documentation. 6. Ability to communicate effectively and persuasively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
