You will serve as a MANAGEMENT AND PROGRAM ANALYST (NAWCAD SMALL BUSINESS INNOVATION RESEARCH (SBIR)/SMALL BUSINESS TECHNOLOGY TRANSFER (STTR) OPERATIONS MANAGER) in the Chief Technology and Strategic Operations Office of NAVAIRWARCENAC DIV.
They duty location for this position is Patuxent River, Maryland.
Duties
You will analyze complex, interrelated program functions and activities as well as assess the potential effects of proposed organization management actions on program operations/participants.
You will justify findings and recommendations for the SBIR/STTR program and projects.
You will support SBIR/STTR program planning and management activities as well as analyze program activities and documents for compliance with relevant policy and procedural guidelines.
You will provide expert advice on interpretation and application of guidelines, processes, policies, objectives, and organizational interrelationships with other NAVAIR components, Navy SYSCOMS, and other program participants.
You will develop procedures or systems for assessing the effectiveness of programs or management processes.
You will analyze program management policies, concepts, practices, or principles to develop recommendations for improvement in operations.
You will develop and justify findings and recommendations on critical organization management issues for a variety of program functions and activities.
You will justify recommendations in reports to managers.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS 11/12) grade level or pay band (DA-04) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Applying, adapting and extending analytical techniques, including literature searches, flowcharting of work processes, metrics, and other program evaluation techniques, in order to inform and advise program leadership;
2) Utilizing Federal, DoD, Navy and NAE policies, processes and procedures concerning organizational management roles pertinent to achievement of the NAWCAD mission;
3) Developing and justifying findings and recommendations on critical organization management issues for a variety of program functions and activities;
4) Displaying a thorough understanding of Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR) programs to include the processes, policies, objectives and activities, as well as organizational interrelationships with other NAVAIR components, Navy SYSCOMS, and other Agencies, and program participants; and
5) Managing information and project administration for databases and websites, including Science & Technology Alignment and Investment Reporting System and the Navy's Program Management Database.
