You will serve as a Financial Management Analyst in SUP0151 for CNSSC FLD DET MECH PA.
Duties
You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
You will review and evaluate budget requests; control and reporting of obligations and/or expenditures.
You will analyze and/or interpret financial data, working with data warehouses and associated software tools.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
You will perform problem definition, analysis, and recommendations through root cause analysis.
Requirements

- This is a bargaining unit position.
- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
I have one year of specialized Financial Management Analyst experience equivalent to the GS-09 grade level or equivalent pay band in the federal service or equivalent experience in the private or public sector utilizing a knowledge and understanding of commonly used finance principles, policies, regulations, precedents, and procedures, and financial management systems sufficient to analyze, interpret and cleanse financial data utilizing data warehouses and associated software tools. Specialized experienced must include a majority or all of the following: 1) Assessing impact of business processes and policy changes; 2) Collecting, mining, and interpreting logistical and financial data, financial processes; 3) Evaluating operational, financial, and automated system deficiencies/problems to provide corrective actions; 4) Performing problem definition analysis, root cause analysis, and make recommendations; 5) Quantifying volume and dollar impact of policy changes; 6) Providing project management skills to perform sample audits of internal control compliance.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree.
or
LL.M., if related
or
A combination of experience and graduate education as described above that equates to one year of experience. Percentage of the required education plus the percentage of the required experience equal one hundred percent.
