Duties

Leads a group of Information Technology Specialists who provide application administration of local agency and enterprise level system software in support of the EBS environments. Ensures that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the teams’ strategies, goals, objectives, work plans, products and services. Articulates and communicates to the team the task, problem to be solved, actionable events, milestones, program issues under review and deadlines and time frames for completion. Coaches the team in the selection and application of appropriate problem-solving methods, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution. Leads the team in identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization.

Qualifications

To qualify for a Lead IT Specialist (SYSADMIN/DATAMGT) your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Maintains program and administrative reference materials, project files and relevant background documents and make available policies, procedures and written instructions from the supervisor. Prepares reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation and communication of work-related information to the supervisor. Analyzes benefits and costs of in-house versus contract work; develops/provides technical requirements and descriptions of the work to be accomplished; plans and establishes the work schedules, deadlines and standards for acceptable work. Performs environment operations to include installs, client set up- copies-refreshes, backups, building user profiles and developing application- level scripts. Collaborates with system administrators, database administrators and other IT Specialists on such complex requirements as installs, upgrades and urgent fixes such as "hot packages" and security patches that simultaneously affect the operating system, database and application. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
