This position is located with Bonneville Power Administration (BPA), in Business Operations & Services (NWPO), Workplace Services and Business Operations (NWP), Workplace Services (NW), Chief Administrative Office (N). A successful candidate in the Business Specialist position will serve as a business analyst and a contract management specialist, representing the organization in the management of contracts covering office supplies and equipment, space management, and mail and printing services.

Duties

As a Business Specialist, you will: Participate with managers and staff in the determination of requirements for office supplies and equipment, space management, and mail and printing services. Serve as a key member in the preparation of specifications and statements of work (SOW), recommending delivery requirements and assuring the availability of funds. Participate in pre-acquisition technical evaluation of contract requests as well as in the negotiation of the most favorable terms and conditions. Serve as the Contracting Officer's Technical Representative (COTR) and/or provide support to other COTRs, as required for contracts. Serve as Asset Center Representative (ACR) for all BPA office equipment program. Establish the content of the agency supply catalog related to office supplies and equipment, and identifies the maximum order quantity for each item. Plan, schedule, and conduct projects and studies to identify, evaluate and recommend ways to improve the effectiveness and efficiency of the Workplace Services program.

SPECIALIZED EXPERIENCE REQUIREMENTS GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-09] in the Federal service. Specialized experience for this position is defined as: 1) Applying contracting methods and integrated information technology systems (e.g., budgeting, financials, property management, or similar system) to assist in establishing criteria, formulating projects, assessing program effectiveness, and analyzing a variety of unusual conditions, problems, or issues; 2) Assist in preparing Statements of Work (SOW) for contracts; and 3) Documented experience communicating effectively, orally and in writing, broadly and one-on-one with individual clients/users. At the GS-11 level, you may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or a LL.M., if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR- Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated. GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-11] in the Federal service. Specialized experience for this position is defined as: 1) Applying contracting methods and integrated information technology systems (e.g., budgeting, financials, property management, or similar system) to establish criteria, formulate projects, assess program effectiveness, and analyze a variety of unusual conditions, problems, or issues; 2) Preparing Statements of Work (SOW) for contracts; 3) Consolidating procurement contracts to ensure the best value at the lowest cost; and 4) Documented experience communicating effectively, orally and in writing, broadly and one-on-one with individual clients/users. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: The work is sedentary, although some slight physical effort may be required in stooping, kneeling, bending, etc. Work Environment: Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
