As a Program Management Officer, you will actively direct, manage, and coordinate all Public Buildings programs as assigned by the Director, Facilities Management and Services Programs Division.Location of position: One position in either Portland, OR, Seattle or Tacoma, WA.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Directs, coordinates and reviews Regional programs and functions through subordinate program managers.
Determines proper program management tools and resource allocations needed to implement program plans.
Coordinates and integrates the work of subordinate supervisors or program managers whose programs interlock extensively.
Balances workload among subordinates and resolves differences concerning the conduct of program operations, administration, or other activities
Establishes and maintains extensive contact and support with agency officials and public interest groups affected by Regional programs and managerial decisions.
Partners with customers, management, and union officials to ensure effective and open communication with all parties.
Reviews the status and progress of projects and programs.
Evaluates work processes to determine needed changes in Branch structure, internal delegated authority, measures for improving coordination among subordinate supervisors or program managers and development of internal management controls.
Coordinates extensively with other PBS Offices and the National Office to ensure a unified approach to regional programs.
Represents PBS in matters which involve high industry, Government officials and other stakeholders.
May represent the business-line and Division Director at regional and national conferences, client meetings, training sessions, task forces and other forums.

The GS-14 salary range starts at $124,865 for Portland, OR and $129,451 for Seattle or Tacoma, WA per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.
Specialized experience is experience managing, coordinating, and advising multi-disciplinary teams that manage and evaluate building operations and/or building management programs. Such experience must include experience in one or more of the following areas: facility operations; service contract specification development, contract administration, real property management and safety programs and principles, lease administration; amenities programs, Reimbursable Work Authorization (RWA) program management principles, asset management, cost management, Tenant Satisfaction Survey (TSS) program, delegations program, project management or customer relationship management.
