This position is in Governance and Internal Controls (CGC), Compliance and Governance (CG), Compliance Audit and Risk (C), Executive Office (A), Bonneville Power Administration (BPA).
This position serves as Governance and Internal Controls Supervisor and provides planning, development, and administration of programs, systems, and processes that are functionally critical for successful management and support of BPA's implementation of internal controls and reporting.
Duties
As a Governance and Internal Controls Supervisor, you will:
Exercise delegated supervisory authorities and responsibilities, directing, coordinating, and overseeing the work and providing similar oversight of contractors when appropriate.
Plan work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work, and manages the major programs that reside in the CGC organization.
Assign work to subordinates based on priorities, considering the difficulty and requirements of assignments, and the capabilities of employees.
Plan, develop, and administer the programs, systems, and processes that are functionally critical for successful management and support of BPA's implementation of internal controls and reporting through BPA Internal Policy and Department of Energy (DOE) Directives; Office of Management and Budget (OMB) Circular A-123 and Management's responsibility for Internal Control; tracking, assessing, and certifying regulatory and control issues; and monitoring and shaping BPA's policies and practices as these policies and practices relate to these activities.
Make decisions on work problems presented by subordinates and by contractors.
Represent CG, C, and/or the BPA in working directly with executive-level personnel, managers and staff in BPA; other Federal agencies; State and local authorities; public and privately-owned utilities, manufacturers and providers of goods and services utilized by BPA; private industry; public groups; and any appropriate regulatory organizations. Justifies, defends, or negotiates in representing the organization in obtaining or committing resources, and in gaining compliance with established policies, regulations, or contracts.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service.
Specialized Experience is defined as: Serving as technical expert in developing and administering programs, systems, and processes for a large organization in order to monitor and shape organizational management policies and practices.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
