This position is located with Bonneville Power Administration, in in the Chief Operating Office (K), Business Transformation Office (B).
A successful candidate in the Director of Market Initiatives position will provide direction and leadership in the planning, development, and administration of programs, systems, and work processes, which are necessary to perform the critical mission and support activities, required of the group.
Duties
As a Director of Market Initiatives, you will:
Make major recommendations and decisions which have a direct and substantial effect on the Market Initiatives program elements managed.
Be a key policy formulator and decision-maker for long- and short- range strategic planning in support of the overall Bonneville mission.
Determine and allocate necessary organizational resources, including staff and funds, and be solely responsible within the organization for their effective and efficient utilization in support of organizational and functional responsibilities.
Exercise delegated supervisory authorities and responsibilities, directing, coordinating, and overseeing the work and providing similar oversight of contractors when appropriate.
Deal with human resources management policy matters affecting the entire organization, with personnel actions affecting key employees, and with other staffing actions having significant impacts.
Justify, defend, or negotiate in representing the agency in obtaining or committing resources, and in gaining compliance with established policies, regulations, or contracts.
Represent BPA as a technical expert in internal and external committees and working groups for resolving critical problems.
Evaluate and make recommendations concerning overall plans and proposals for major BPA, DOE, and interagency projects and implementing national level guidance.
Participate actively in conferences, meetings, hearings, or presentations involving problems or issues of considerable consequence or importance to the BPA, and often representing BPA on panels and forums.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as 1) leading, overseeing, and administering policy for energy markets; and 2) developing, planning, overseeing and implementing programs for new energy markets; and/or 3) Performing critical work processes necessary to achieve strategic business goals and objectives for agency and regional market initiatives.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
