This vacancy is for a Budget Analyst in the Minority Business Development Agency within the Department of Commerce.
Duties
As a Budget Analyst, you will perform the following duties:
Tracks agency funding on an ongoing basis and recommends reprogramming of funds, as needed.
Reviews and edits bureau and office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines.
Prepares monthly status of funds and reconciliations.
This Job Opportunity Announcement may be used to fill other Budget Analyst GS-0560-9/11/12 FPL 12 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.
Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to
the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
To qualify at the GS-09 level you must meet one of the following:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as:
Overseeing and participating in year-end close out procedures for an organization; AND
Reviewing initial budget submissions to ensure planning guidelines are followed and estimates for the fiscal programs are in line targets.
OR
EDUCATION: A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: Possess equivalent combinations of higher-level graduate education and experience to meet the total qualification requirements.
To qualify at the GS-11 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as:
Preparing detailed budget estimates, justifications and budget execution plans; AND
Monitoring the rates of obligations and expenditure of funds.
OR
EDUCATION: Three full years of progressively higher-level graduate education leading to a Ph. D. or equivalent doctoral degree, e.g. LL. M. at an accredited college or university in a field that provided the knowledge skills and abilities necessary to conduct the work of this position; or a combination of the required experience and education for this grade level.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: Possess equivalent combinations of higher-level graduate education and experience to meet the total qualification requirements.
To qualify at the GS-12 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as:
Preparing, compiling, developing and analyzing detailed budget estimates, justifications and budget execution plans'
Monitoring and analyzing the rates of obligations and expenditures of funds; AND
Interpreting, applying, developing new guidelines and principles to administration of assigned budgetary functions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translate directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
