This is a developmental position from the DJ-02 grade level to FPL DJ-03 Cat II (GS-5, Step 1-GS-13, Step 10). This position can be hired at either the DJ-02 (GS-05 Step 1 to GS-10 Step 10) or DJ-03 (GS-11 Step 1 to GS-13 Step 10).

Duties

Serve as protocol officer, personally overseeing all aspects of the protocol program in support of the Army Research Laboratory (ARL) Director, official corporate events, and strategic engagements. Plan and execute activities relating to visits of high level military and civilians, U.S. and foreign dignitaries. Develop comprehensive concept and project plans for ARL corporate events and official visits. Brief the ARL leadership on final plans for strategic engagements, events, and visits. Prepare the Weekly Distinguished Visitors (DV) report and Protocol Status report to advise leadership of event requirements, staffing and resources required, to include draft protocol plans for approval. Manage ARL calendar and synchronize applicable events with higher headquarters and working groups. Prepare and provide a weekly activity report of calendar events to the executive leadership and staff.

  • Travel away from the duty station (TDY) may be required up to 25% of the time.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: Specialized Experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. In order to qualify for this position, you must possess at least one year of specialized experience at the second lower grade/level which includes: DJ-03: 1.) establishing and maintaining effective working relationships with groups interested in or affected by agency protocol policies and procedures; 2) planning, analyzing, and coordinating protocol activities; 3) synchronizing multiple calendars; and 4) preparing and executing briefs to senior leadership and distinguished visitors. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (DJ-02 or GS-09 equivalency). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Affairs, Communications, Journalism, Business, English, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. DJ-02: 1.) assisting with planning of protocol activities or events , 2) preparing correspondence pertaining to protocol activities or events, and 3) managing multiple calendars to schedule protocol activities or events. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (DJ-01 or GS-04 equivalency). OR Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
