About the Position: This is a Supervisory Army Concept Advisor position located within the US Army Futures Command, Futures and Concepts Center, Directorate of Concepts (DOC), Army Concepts Division (ACD).
Duties
Serves as the senior Subject Matter Expert (SME) for developing and managing the Army concept framework within FCC and AFC.
Provides technical, expert concept development advice on a routine basis. Advises and counsels on technology to concept integration efforts, the development of capability sets, and enabler lists and future force organizational design efforts.
Support the ACD Division Chief in development and maintenance of strategic synchronization matrix that tracks timelines, decision points, and resourcing deadlines for multiple, concurrent AFC and FCC concept products and synchronization efforts.
Ensures synchronization of analyses and pilot programs in support of organizational effectiveness.
Evaluates performance and provides advice, counsel, and guidance to employees on both work and administrative matters. Informs higher level management of significant increases/decreases in workload, key vacancies or other circumstances.
Provides technical oversight of the Army Concept Framework (ACF) encompassing the Army Operating Concept, Army functional concepts, Army supporting concepts, and advisory documents..
Advises FCC Directors and Divisions, Capabilities Development, and Integration Directorates (CDID), and Headquarters (HQ) Department of Army (DA) elements on Army concept development.
Requirements
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
- This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time.
- This position may require the incumbent to work regular unscheduled/unplanned overtime.
- Appointment to this position is subject to a one year Supervisory probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes work such as: 1) Perform supervisory personnel management tasks to include assigning workload and review progress; 2) Provide technical and/or expert concept development advice on a routine basis; 3) Assist in the conception, development, and/or management of definitive strategies, plans, and guidance that will enhance the quality and/or effectiveness of concept products; 4) Develop concepts utilizing mission analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
