This position is located in the Drug Enforcement Administrator, New York Field Division.
This position(s) primary purpose is to serves as a management analysis expert, supporting the SAC and senior leaders at DEA Headquarters (HQS) under the coordination of the Senior Program Analyst. Supports the management of substantive programs by analyzing, developing, and evaluating criteria for existing and projected programs, policies, and procedures, which impact program objectives and personnel.

As a Program Analyst your typical work assignments may include:
Conducting management and program analysis in support of strategic planning, program performance assessments, and operational analysis.
Performing analysis of the assigned DEA organizational elements mission, structure, equipment, function, processes, procedures, and problem areas.
Serving as an expert advisor in supporting the SAC on personnel, manpower and human capital program objectives, policies and technical matters.
Providing oversight for assigned program areas including the development, documentation, and operation of both internal processes and administrative, technical, and automated systems controls.

Qualifications
Applicants must meet the Specialized Experience requirements as noted below. Qualification claims will be subject to verification. All qualification requirements must be met by the closing date of this announcement.
To qualify for the GS-13 level, you must demonstrate one year of specialized experience equivalent to the GS-12 level in the Federal services or equivalent experience in the private sector, which demonstrates your ability to perform the following: 1) Performing a wide variety of analysis and evaluation functions, such as survey analysis, life-cycle analysis, productivity or workload analysis, and performance analysis; 2) Participating in initiatives to evaluate and analyze multi-functional programs, functions, and organizations; 3) Conducting management improvement studies; and, 4) Reviewing and providing recommendations and/or modifications on policies and procedures.
Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
