This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel in DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the supervisor for the Administrative Services Section, responsible for assisting in the direction, formulation and execution of New York District's Construction Division's funding which includes Military, Civil Works, Environmental and Support For Others (SFO) type work.

Duties

Serve as construction funding advisor to Construction Division’s Program Analysts, Construction Managers and Senior personnel in the development of operating budgets, income, placement and overall workload projection. Supervise the Administrative Services Section workforce and work operation. Plan, direct, and review the work of employees sets and adjusts short-term priorities. Plan and schedule the offices work; makes assignments to subordinates based on mission priorities, consideration of the difficulty and the requirements of the work, and the capabilities of the employees. Promotes acceptance and adherence to the provisions of such programs as Equal Employment Opportunity, Federal Women’s Programs, Physically Handicapped, and similar special emphasis programs. Ensure organizational strategic plan, mission, vision and values are communicated to the team and integrated into team strategies, goals, objectives, work plans, and work products and services. Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Attend meeting relating to construction budget, manpower, forecasting, etc. and present current and future projections. Prepares and coordinates budget projections, cost estimates and accruals for projects with area and resident engineers, construction managers, program analysts, etc. Coordinate project cost changes to reflect proper adherence to budgetary timelines, targets and guidance. Coordinates, projects, and organizes budgetary data. Coordinates, prepares and submits annual Command Operating Budget for various programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires travel away from the official duty station for approximately 15% of the time on an annual basis.
  • Supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Basic Requirement: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-0343 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-0343 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-13 Specialized Experience: One year of specialized experience which includes: (1) Knowledge of program planning, development, monitoring, execution and workload/staffing pertaining to the budget of an organization. (2) Knowledge and application of accounting principles in managing the budget for an organization. (3) Knowledge of the different types of programs, incomes and costs (direct, indirect and supervision and administration), that comprise an organization's budget. (4) Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of fiscal and budget performance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12). Specialized experience must be clearly evident in your resume. GS-13: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
