You will serve as a Management Specialist at Information Workforce Division (IWD), Deputy Commandant for Information (DC I) advising on critical and sensitive matters as they pertain to human capital plans, initiatives and policies. This position is located within the Information Workforce Division of the U.S. Marine Corps in Arlington, Virgina.

Duties

You will act as a representative on various Intelligence Community (IC) and Department of Defense forums. You will provide technical and administrative oversight, advice and instruction to the Information Workforce Development team. You will review and conduct studies on the effectiveness and efficiency of personnel system programs and operations to recommend changes. You will analyze, interpret and adapt policies and procedures to for the accomplishment of assigned tasks. You will provide guidance on various budget justification and representation on Human Capital issues You will serve as Contracting Officer Technical Representative (COTR) for contracts relating to the professionalization of the workforce, DCIPS, and other Human Capital areas. You will keep leadership informed of emerging developments or unusual circumstances. Submits final products and reports for review of accuracy and effectiveness.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position may require a two-year DCIPS trial period requirement.
  • This position may be subject to polygraph examination.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector such as: 1) Advise senior management on critical and sensitive matters as they pertain to human capital plans, initiatives and policies; 2) Review and conduct comprehensive studies on the effectiveness and efficiency of personnel system programs and operations to recommend changes; 3)Provide analytical support in assessing and defining Human Capital strategies, workforce planning, and professional development; 4) Analyze, interpret and adapt policies and procedures for the accomplishment of assigned tasks.
