Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Office of the Director, Environmental Compliance Division in various BSEE office duty locations. Note: This is NOT a remote position. You will be required to report to the duty location to which you are applying. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Develops and recommends Bureau of Safety and Environmental Enforcement (BSEE) policy for handling all Outer Continental Shelf (OCS) energy environmental compliance issues (oil and gas as well as renewables), both those initiated by BSEE and those referred to BSEE by other agencies and the general public. 2. Serves as a Bureau Subject Matter Expert and exercises broad perspective in applying a thorough knowledge of the principles, concepts, and practices relating to OCS environmental protection programs and policies as they relate to environmental compliance and enforcement activities. 3. Uses data and information collected and developed by scientists, engineers, and field personnel to determine supporting elements that result in environmental compliance and identify/build on national level commonalities to increase environmental awareness and compliance. 4. Reviews proposed legislation, regulations, and Executive Orders for impact upon the human environment National Environmental Policy Act (NEPA) and makes appropriate recommendations. 5. Works closely with field personnel, legal advisors, resource managers, Bureau Ocean Energy Management (BOEM), staff and others involved with the Environmental Compliance Division (ECD). BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Range Information GS-13: Anchorage, AK: ($116,811 - $151,858) per annum. Camarillo, CA: ($120,246 - $156,323) per annum. New Orleans, LA: ($103,409 - $134,435) per annum. Sterling, VA: ($117, 962 - $153,354) per annum. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as BSEE-EEJJ-24-JB-158(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying. Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Applying environmental laws and regulations in order to monitor and evaluate compliance with regulations applicable to energy development on the Outer Continental Shore such as the National Environmental Policy Act, OCS Lands Act, Oil Pollution Act, Clean Water Act, Clean Air Act, Marine Mammal Protection Act, Endangered Species Act, Magnuson-Stevens Fishery Conservation and Management Act, and National Historic Preservation Act. 2) Developing standards, guidelines, or techniques which involve significant departures from current practices. 3) Reviewing and developing solutions for issues of significance to environmental programs and functions; AND 4) Preparing, summarizing, and/or editing documents such as policy papers, technical reports, contracts, analyses, reviews, and/or articles.
