You will serve as a FINANCIAL MANAGEMENT ANALYST in the PLANS AND PROGRAMS DIVISION (SP10), RESOURCES BRANCH (SP13) and the TECHNCIAL DIVISION (SP20), NAVIGATION BRANCH (SP24) of STRATEGIC SYSTEMS PROGRAMS.

Duties

You will manage and lead the day-to-day budgeting, reporting and execution of Strategic Programs WPN appropriations within the Comptroller branch. You will serve as the Senior Financial Management Expert analyzing, planning, scheduling, and coordinating the amount, sequencing, and timing of actions in all phases of budget and execution. You will need to develop and submit requests/responses to Navy, OMB and/or Congress regarding budgeting, reapportionment, rescissions, etc. You will serve as the Senior Financial Management Expert responsible for the monitoring and updating of a multitude of both internal and external databases. You will serve as the Senior Financial Management Expert responsible for the planning, programming, and budgeting for the assigned program area. You will serve as the principal advisor to senior managers on the development, implementation and, revision of financial management policies, plans, and programs to facilitate the effective, efficient, and timely application of financial resources. You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization. You will provide interpretive and analytical advice on financial transactions and program execution; develops format and content to provide manager with various listing, reports, and data relative to status of funds. You will provide the propriety of obligations; and ensures the financial integrity, timeliness, accuracy and validity of supporting managerial accounting, budget execution, and financial management reports. You will identify, analyze and resolve a range of budgetary problems such as development of alternative methods of funding; formulation of budget estimates for programs which funding requirements have changed significantly. You will utilize analytical reasoning, ability to apply skill to the identification, analysis and conceptualization of budgetary problems and development of alternative solutions is required. You will utilize automated financial systems like Enterprise Resource Planning (ERP). You will coordinate multiple appropriations, financial and program responses, regarding requests from the Board of Directors (BOD), SP13, contractors, and external agencies and ensure that a timely and accurate response is provided. You will manage, in conjunction with the budget executors, the budget package formulation and justification, ensuring that budgets are in alignment with the program of record.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing, preparing, and submitting budget estimates and budget exhibits, analyzing changes in program plans and funding and their effect on financial/budget program milestones; developing strategies for budgeting and advising management on recommendations to adjust available resources when necessary.
