You will serve as an IT SPECIALIST (PLCYPLN/CUSTSPT) in the IT Staffing and Training Branch (10924), Information Cybersecurity Division (1092), Information Technology & Cyber Security Office (ITACS) (109) of NORFOLK NAVAL SHIPYARD.

Duties

You will plan, organize, and provide policy guidance for New Employee Training Plan. You will develop and manage requirements for Cyber personnel, evaluate various training curriculums, and create detailed training schedules and maintain training information including obtain and provide training quotes. You will represent the branch, division, department, or shipyard at meetings and technical workgroups with other government and commercial representatives on Cyber training. You will perform special Cyber studies and requirement analyses to develop, implement, and deliver department and shipyard policies as well as the instructions governing training. You may be designated as the Departmental Security Coordinator (DSC) and Department Operational Security (OPSEC) representative.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience designing, evaluating, scheduling, proposing, implementing, and maintaining an Information Technology / Cyber Security Training program to include experience with using a government purchase card. Experience with scheduling cyber personnel for both IT/Job Related training as well as other non-IT related training as determined by the mission and priority of the department and the individual professional development goals of the employees to include assisting Cyber Workforce Program Manager to ensure that all cyber personnel are properly training and certified. Communicates effectively both orally and in writing to prepare reports and provide briefings on current and future Code related personnel development and training to all levels of management and the shipyard user community. Presents complex communication issues to non-technical personnel, and provide required security awareness training to Command employees and contractors. Experience with IT concepts, terminology and best practices sufficient to manage the organization IT resources and training program, and the formulation and dissemination of IT policies and plans needed to support the mission of the organization including evaluates existing training and proposing new training based on future requirements. Experience with IT security principles and methods, analytical ability and communication techniques sufficient to update the shipyard's disaster recovery plans to respond to new security requirements and be able to advise and present plans to IT management for review and approval. Experience with contract administration policies and guidelines. Experience with program management principles to participate in the development of organization's IT goals, objectives, plans, and policies. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
