You will serve as a INFORMATION TECHNOLOGY SPECIALIST (PLCYPLN) in the Navy Marine Corp Intranet (NMCI)/ Next Generation Enterprise Network (NGEN) Branch (Code 10933), Information Technology Business Division
(Code 1093), Information Technology & Cyber Security Office (Code 109) of NORFOLK NAVAL SHIPYARD.
Duties
You will provide technical knowledge to monitor and review NMCI compliance with Service Level Agent (SLA) performance requirements.
You will represent the command in the NMCI/Contractor/Customer interactions.
You will manage the NMCI/ NGEN contract; including providing government oversight for the waterfront support team and premier support, as applicable
You will provide local and remote site NMCI/NGEN support utilizing tools such as Requirement to Award Process Tool (RAPT), and Navy Enterprise Tools (NET).
You will monitor and ensure command compliance with NMCI/NGEN contracts, business rules and financial oversight on task orders, to include reviewing and certifying invoices, and de-obligation actions, working closely with C109 budget office.
You will work closely with other command ACTRs to manage the access and work required under the NMCI contract, as well as defining the technical requirements as they relate to shipyard business.
You will serve as corporate shipyard representative on various work groups established as necessary.
You will process Service Requests for NMCI products and services, which includes all IT hardware, software and services required to support the mission of the organization.
You will support laptop issuance, troubleshoots issues, and submits all Move, Add Changes (MACs), etc.; ensuring email applications are working properly.
You will serve as the central authority and expert on matters of Department of Defense (DOD), Navy, Naval Sea Systems Command (NAVSEA), NNSY instructions and policies.

- This is a bargaining unit position.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Technical Support Specialist - Intermediate within 12 months of appointment.
Qualifications
FOR THE GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with the Navy Marine Corps Intranet contract and other NMCI-related systems, such as NET.
Experience with approaches used by other government agencies and/or the private sector to accomplish a variety of projects and task in the assigned specialty areas of computer applications, services, techniques, requirements, methods, and procedures.
Experience with good communication skills both orally and in writing plus intermediate analytical skills and an ability to interface effectively with senior management and diverse user groups to include oral/visual presentations.
Experience with the capabilities and limitations of various equipment configurations, system software, utility programs, and programming aids available to carry out NNSY information technology projects and coordinate efforts with others affected in the organization.
Experience with overall Federal, DOD and departmental policy, business rules, and regulations regarding data element standardization and knowledge of general IT Standards.
FOR THE GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Basic experience with the Navy Marine Corps Intranet contract and other NMCI-related systems, such as NET;
Experience with approaches used by other government agencies and/or the private sector to accomplish a variety of projects and task in the assigned specialty areas of computer applications, services, techniques, requirements, methods, and procedures;
Experience with good communication skills both orally and in writing plus basic analytical skills and an ability to interface effectively with diverse user groups to include oral/visual presentations;
Basic experience with overall Federal, DOD and departmental policy, business rules, and regulations regarding data element standardization and knowledge of general IT Standards.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

Education
GS-09: Successfully complete master's degree or equivalent graduate degree or two full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.
GS-07: Successfully complete one full year of graduate level education or superior academic achievement.
A combination of experience and graduate education as described above that equates to one year of experience.
