You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER GROUP, BUDGET FORM JUST AND EXECUTUON DEPT, COMMAND SUPPORT DIV of NAVAIRWARCENAC DIV.

Duties

You will serve as the Technical Fiduciary Expert in support of Divisions employees, to include budget formulation, presentation and defense, and budget execution. You will provide authoritative interpretations of broadly stated budget policy and guidance and implements such policy and guidance for formulation of NAWCAD budgets. You will provide expert leadership and oversight for the entire budget formulation process, to include specific guidance for the development of each budget call. You will support NAVAIR in preparing for Congressional budget reviews and provides reclamas. You will work closely with the Comptroller and other members of senior management, and is tasked to present resource requirements, to ensure their readiness to discuss complex and integrated programmatic and funding issues. You will lead development and dissemination of overhead funding allocations. You will work collaboratively with the senior management team to revise program plans and objectives to be consistent with allocations. You will be responsible for drafting of memorandums, letters and instructions related to budget formulation.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9/11/12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Knowledge of the formulation of a budget and the relationship of overall DOD/DON policies and business rules. 2.) Budget Execution: Apply processes, budget/accounting concepts, and data to solve problems, render advice (i.e., make program adjustments to satisfy emerging requirements). 3.) Provide oversight, manage execution, and maintain budget within funds control. 4.) Financial Analysis: Interpret and analyze the meaning and implications of key financial indicators. 5.) Knowledge of financial analysis to support performance measures of organizational goals and DOD/DON objectives. 6.)
