About the Position: This Human Resources Specialist (Recruitment & Placement) position is located within the CHRA Soldier and DoD Human Resources Directorate, DoDEA Civilian Human Resources Service Center and may be eligible for local commuting area remote work in the future as determined by agency policy.

Duties

Serve as a Senior Human Resources Specialist performing operational assignments such as recruitment, placement, employee development and training. Advise managers on staffing requirements, resources, and problems involving a high degree of complexity. - Advise management on recruitment strategies, sources, special programs, and incentive programs. Provide civilian HR advisory and technical services to customers and subordinates. Research the qualifications and skills needed during job analyses with subject matter experts. Utilize a wide range of civilian HR practices, laws, regulations and policies.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Business travel is 5% of the time.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315

Specialized Experience: Specialized experience is defined as experience that is typically in or related to the work of the position to be filled which includes: 1) providing expert advisory services on complex recruitment and staffing functions including items such as: special placement programs, competitive and non-competitive recruitment strategies, special hiring authorities, and/or special pay incentives; AND 2) developing solutions to complex civilian human resources problems; AND 3) resolving complex pay setting issues; AND 4) creating a variety of human resources products (e.g. job analysis, occupational assessment questionnaires, vacancy announcements, referral lists, preparing personnel actions, etc.). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Customer ServiceOral CommunicationProblem SolvingStaffing and Recruiting Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
