You will serve as a HUMAN RESOURCES SPECIALIST (LABOR/EMPLOYEE RELATIONS) in the Labor & Employee Relations Department of the Fleet Human Resources Office of FLEET HRO NORFOLK NAVAL SHIPYARD.
Duties
You will serve as a "troubleshooter" or "consultant" to management on all ER/LE issued for resolving controversial, complex issues.
You will coordinate and/or prepare responses to external program review findings and recommendations regarding sensitive issues.
You will provide technical assistance in proceedings before the Federal Labor Relations Authority (FLRA) and Federal Services Impasses Panel (FSIP).
You will provide technical assistance to employees and managers on all aspects of ER problems/issues, matters including leave, hours of work, medical issues, performance issues, and pay.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience Developing/delivering briefings, status reports, and correspondence to managers to foster understanding and acceptance of findings/recommendations. Experience providing advice and assistance to legal representatives of management in the technical aspects of personnel administration during formal hearings, grievances, and appeals. Experience applying labor relations theories, concepts, practices, laws, rules, regulations, precedents, and procedures. Experience applying a wide range of personnel management theories, principles, laws, rules, regulations and procedures sufficient to identify problems.Experience applying EEO principles and precedents sufficient to provide representation and effect viable settlements during ADR that meet legal/regulatory requirements. Experience guiding others in the negotiation of labor agreements. Experience applying complex fact-finding, analytical and problem solving methods and techniques. Experience in written and oral communication sufficient to prepare and present findings and recommendations relevant to difficult and controversial issues; to develop and present 3rd party cases; and to develop and provide a training and/or prepare L/ER related instructions and guidance. Experience and operational knowledge of Word, PowerPoint, Excel, Access, and HR data systems (e.g. TWMS, DCPDS, etc.) sufficient to work effectively and without assistance within those systems to accomplish labor/employee relations work.
