This position is located in the Department of Health and Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI).
As a Health Insurance Specialist, GS-0107-13, you will serve as a subject-matter expert with a specific focus on the legal aspects of health care model development and provide legal technical assistance on health care model design.
Duties
Serves as an expert in interpreting Federal health regulations to develop and draft model governing documentation such as participation agreements, cooperative agreements, and program waivers.
Conducts analyses of legal policy issues in assigned areas by researching background information, the origin of laws, and their intended impact to draft legally sound agreements and make effective health care policy recommendations.
Develops and reviews health care legislation, regulations, and policy documents and drafts related policy documents, regulations, procedures, and guidance.
Attends meetings with CMS staff, prepares necessary materials, and presents or briefs on key legal issue areas, including for senior leadership.
Responds to inquiries regarding legal issues pertaining to health care program policies from a variety of internal and external stakeholders.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
Identify and analyze legal issues to develop and present solutions; AND
Draft regulations, program guidance, legislative proposals, waivers, policy memoranda, binding agreements (e.g. contracts between parties, participation agreements, cooperative agreements, etc.); AND
Review laws, legislative history, court decisions, or policies to propose modifications or make recommendations to programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
