Duty Location: Lower Colorado Basin Region, Power Office located in Boulder City, NV.
Duties
Responsible for independently assuring that the generating and mechanical facilities and equipment within the Lower Colorado (LC) Region are in compliance with Western Electricity Coordinating Council (WECC) and North American Electric Reliability Corporation (NERC) standards and analyzes emerging issues and practices and reviews Reliability Compliance Program standards and requirements in order to implement and manage the Region's Reliability Compliance Program.
Ensures the development of marketing and rate setting criteria as it relates to power generated at LC Region facilities namely the Boulder Canyon Project (Hoover Dam), Central Arizona Project (Navajo Generating Station & Waddell Pump/Generation Plant), and the Parker- Davis Project (Parker and Davis Dams).Prepares, negotiates and administers new and pre-existing power and transmission related contracts for the sale, wheeling and utilization of federal power.
Meets with a variety of stakeholders to come to agreement and closure on specific, technical, and general contract provisions such as delivery points and voltage levels, losses in transformation and transmission, payments required, advancement of funds requirements and any limiting factors necessary to protect preexisting federal power infrastructure.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
GS-14: In order to qualify for the GS-14 grade level, your resume must reflect one year experience equivalent to at least the GS-13 grade level in Federal service managing a program involving regulatory compliance standards and their applicability and associated requirements OR managing a program involving negotiating, administering, or monitoring utility contracts for power generation or transmission, or communications.
Experience should also demonstrate the ability to provide supervision, leadership, guidance, and direction on project controls, project management, and performance analysis activities and functions related to power resource issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
