Duty Location: Boulder City, Nevada
Duties
At the full performance Level:
-The primary purpose of the position is to provide data management guidance and technical support for data producing and data use across the Region.
-Advises Regional Management, Information Management and Technology Office (IMTO) and Area, Offices on requirements for data management, projects and steps required to oversee the data needs of regional programs.
-Ensures practices and procedures across all offices and centers are integrated, compliant, and efficient.
-Develops data management plans to fully leverage Regional internal capabilities, and, as appropriate, develop contracts with other Department of Interior (DOI), Federal or private-sector organizations when needs exceed Reclamation and Regional capacity.
-Ensures data acquisition, use, storage, and access are compliant with Federal regulations, DOI policy, and Reclamation practices and Data Management, policy. Leads data management efforts for assigned organizations.
-Creates inventories, performs data rescue, conducts data release and dissemination, and ensures proper preservation and retention.
-Creates a Data Catalog that includes description of the data and where the data is located. (Inventory of data, search functions, and collection of metadata).
-Works with leadership and available resources to develop and implement local policies and operating procedures for data management activities.
-Works with procurement officials in DOI and Reclamation to obtain additional resources, as needed.
-Coordinates with Reclamation and Region Records and Data Programs to ensure preservation of all data, metadata, software, and records. Follows best practices for data preservation and records management from Federal, DOI, Reclamation and Region policy and guidance.
Qualifications

GS-11: To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 grade level in federal service having demonstrated experience.
GS-11 Specialized Experience: Specialized Experience is defined as: Experience in using data collection, transformation, analysis, and reporting software, tools, and database management. Experience with Extract-Transform Load (ETL) processes to extract raw data, transforms it, and loads into a target database.
OR
You could otherwise qualify on the basis of Education having Ph.D or equivalent doctoral or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the position.
OR You may qualify based on having combined specialized experience and education to meet the minimum qualifications.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Education
This vacancy announcement allows substituting education for experience at the GS-11 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.
You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
