Duties

This position serves as the Assistant Regional Director sharing in the responsibilities of the Regional Director in the management of assigned programs within the Interior Region 8, Lower Colorado Basin. The primary duties of the position are: Responsible for the supervision of assigned offices and programs within the Lower Colorado Basin (LCB) Region. Plans, directs, reviews and coordinates, through subordinate supervisory personnel, the work of assigned Divisions and Offices. Oversees the day-to-day operations, monitors the progress of these organizations toward established goals, and periodically evaluates and makes appropriate adjustments. Determines program goals, priorities and organizational plans for each of the Regional Offices directed; develops and implements annual and long-term strategic plans to maximize support for regional programs and promotes successful accomplishment of Reclamation activities. Makes and/or recommends decisions to the Regional Director on matters involving public relations, Congressional relations, Bureau policy, and effects on the operations of other agencies. Provides confidential and expert advice, leads special studies and investigations, serves on policy-setting committees, and represents the Regional Director in meetings on a wide range of issues with other Federal agencies, state and local agencies, Native American tribes, water user organizations, environmental organizations, and other stakeholders and will be expected to establish and maintain professional working relationships with all of these agencies and interests.

GS-15: In order to qualify for the GS-15 grade level, your resume must reflect one year of specialized experience equivalent in complexity and difficulty to the GS-14 grade level. Specialized Experience for GS-15: Defined as experience 1) applying principles and practices of a variety of administrative, professional or technical fields (such as, water resources management/planning, water operations, power resources management/planning, power operations, finance/budget, human resources/EEO, contracts/procurement, IT, or security; 2) coordinating programs collaboratively with organizations having varied and overlapping responsibilities and differing concerns and priorities; and 3) supervising subordinate staff. Supervisory Competencies: Applicants should possess proficiency or the potential to develop proficiency in the following competencies for successful performance of Federal supervisory work: accountability, customer service, decisiveness, flexibility, integrity/honesty, interpersonal skills, oral communication, problem solving, resilience, and written communication. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 04/15/2024.
