This position is at the Atlanta VA Health Care System (VAHCS) in Atlanta, GA. This position is for the Deputy Chief, Mental Health Service Line (MHSL) and has programmatic responsibilities for the delivery of mental health services at all sites of care. The incumbent reports to the Chief of the MHSL for all clinical, administrative, and quality performance matters. The incumbent assists the Chief with management of the MHSL.

Duties

Duties to include but not limited to: Provides support to the Chief, MHSL in all areas of management, leadership and oversight of mental health clinical, educational, and research activities at the Atlanta VAHCS. A key member of the organization's clinical leadership team and reports directly to the MHSL Chief. The incumbent ensures observance of federal, national, and local regulatory policy and accreditation requirements governing the medical center. Responsible for supporting strategic planning, budget oversight, staff recruitment and management, and quality assurance. Functions as a liaison to the Chief, MHSL for Education and affiliated health professional schools for undergraduate and graduate education issues. Ensures that mental health practitioners demonstrate effectiveness in teaching and complies with the necessary trainee supervision requirements. Functions as a liaison to the Chief, MHSL for research, in order to facilitate research grants and expand research opportunities and initiatives. The Deputy Chief, MHSL is expected to maintain all necessary credentials in his/her respective discipline in order to provide clinical care approximately 20% percent of the time. The Deputy Chief, MHSL position is responsible for assisting the Chief in planning, organizing, developing, implementing, coordinating, and refining a comprehensive patient management/clinical support/administrative program which provides services and technical counsel necessary to meet clinical, procedural, legal and administrative requirements relating to the care and treatment of inpatients and outpatients. Provides a climate in which clinicians can care for patients with an awareness of administrative implications of his/her actions, without feeling he/she is working under unnecessary constraints. Expertise along broad clinical and administrative levels is required to meet the needs of this large, complex patient population, and to integrate Service Line functions with those of other Service Lines, as well as with other VA entities within and outside the local Veterans Integrated Service Network (VISN). Contribute in implementing VA Headquarters policies and regulations governing broad administrative aspects of the medical center. I Must have the skills in management theory, cost-benefit analysis, data gathering and statistical analysis. Manages 4 Mental Health Programs (Suicide Prevention, Risk Mitigation, Trauma Recovery Program (TRP), Substance Abuse Treatment Program (SATP), and Warrior Care Network VA Liaison from the Service Line level. Responsible for managing issues elevated to service line Oversees the management of Veteran complaints and issues. Contributes to the development of program goals and objectives to meet VHA Mental Health requirements. Participates in performance appraisals of staff and addresses disciplinary issues. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part.. You may qualify based on your experience and/or education as described below: Grade Determinations: GS-14 Social Worker Program Manager: For Supervisory Social Worker, grades are determined by the scope of responsibility and the type, size, and complexity of the assignment. Experience, Education and Licensure: One year of experience equivalent to the GS-13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience. In addition, the candidate must demonstrate the professional KSAs in subparagraph (b) below. Demonstrated Knowledge, Skills, and Abilities: (a) Skill in large scale program coordination and administration across multiple sites, which includes consultation, negation, and monitoring; (b) Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program; (c)Ability to provide the full range of supervisory duties which includes personnel actions, responsibility for assignment of work to be performed, performance evaluations, selection of staff, training, and recommendation of awards, advancements, and when appropriate disciplinary actions; (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care;(e) Ability to translate management goals and objectives into well-coordinated and controlled work operations; (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget; (g) Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development; (h) Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care. You will be rated on the following Competencies for this position: Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
