The incumbent is the supervisor for the General Mental Health (GMH) Team (Central, North, or South Region) within the Mental Health Service Line. GMH is a comprehensive team which delivers high quality and timely care to Veterans in our catchment area suffering from a broad spectrum of mental health problems. The GMH is part of the continuum of care within the MHSL. The incumbent plans, organizes, and directs administrative, operational, patient and personnel activities for the program.

Duties

Duties to include but not limited to: The incumbent supervises a group of employees (approximately fifteen non-prescribers) performing work at the GS-13 levels and below, including advanced practice social workers, psychologists, psychiatric nurses, and peer support specialists. The incumbent provides administrative, technical, and clinical supervision necessary for accomplishing the work of the unit. The incumbent performs the administrative and personnel management function relative to staff supervised. Incumbent will have established guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Works to resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Incumbent assures that subordinates are trained and fully comply with the provisions of the safety regulations. Supervises employees to accomplish the work of the organization unit. Exercises supervisor authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. Individual and group supervision is provided to guide staff in the management of complex patients and resolving major clinical problems. He/she promotes the use of evidence based interventions and recovery tools to achieve an optimal level of functioning for the veteran. The I Incumbent collaborates with medical center services such as primary care and geriatrics to deliver care. Incumbent performs a wide range of services and provides technical assistance to state, local, and private agencies, and universities. Performs work related to the review, monitoring, analysis, planning and assessment of various programs. Leads the performance improvement process through development of programmatic monitors to achieve service line, facility and VHA measures. Is a co-lead with the team Medical Director which encompasses the planning and administering of daily team meetings, integrating the recovery model principles into operations, and stimulating team involvement towards problem solving. As a full clinical member of the General Mental Health CBOC and/or clinic Teams, provides a full range of diagnostic and evaluation services appropriate to the general mental health care setting, especially in the areas of general psychosocial evaluation of emotional and behavioral problems and focused assessments. Provides a full range of interventions consistent with training and expertise, with special emphasis on brief and evidenced-based interventions found to be effective in general mental health care settings. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part.. You may qualify based on your experience and/or education as described below: Grade Determinations: GS-13 Supervisory Social Worker: For Supervisory Social Worker, grades are determined by the scope of responsibility and the type, size, and complexity of the assignment. Experience, Education and Licensure: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience. In addition, the candidate must demonstrate the professional KSAs in subparagraph (b) below. Demonstrated Knowledge, Skills, and Abilities: a Ability to independently organize work, set priorities, and meet multiple deadlines. b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. c) Ability to ensure provision of clinical social work services by supervised social workers. d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. f) Ability to provide staff training and development. You will be rated on the following Competencies for this position: Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
