The incumbent is assigned to the Atlanta VA Health Care System and coordinates services provided to homeless veterans treated in the Healthcare for Homeless Veterans Program (HCHV) within the HUD-VASH program. This position provides clinical and administrative management of social work services and other non social work professionals in the HUD-VASH Program. The HCHV program is within the Social Work Service Line.

Duties

Duties to include but not limited to: Provide direct clinical services and functions as one of the Medical Center's Liaison/Case Manager for the Housing and Urban Development of Supportive Housing (HUD­ VASH) Program. Complete all required supervisory duties to include Time and Leave (T&L) for assigned staff and assigned back up T&Ls. Coordinate with SW leadership and HR on hiring and/or disciplinary actions. Complete annual evaluations for assigned staff. Performs the administrative and personnel management functions relative to staff supervised. Will have established guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Incumbent works to resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Participate in continuous survey readiness through ensuring staff competency folders are up to date with required documentation. Reports, Pl projects, and other documentation required for accreditation are kept current and up to date. Participate in all assigned supervisory meetings to include individual, team huddles, and will participate in, both social work and matrix, staff meetings. Participate on all assigned committees, work groups within or external to the facility. Supervisory approval is required prior to working with a committee within or external to the facility In collaboration with Human Resources, tracks licensure for social workers, including continuing education requirements, license renewal and other requirements social workers must meet to deliver appropriate care. Ensures that unlicensed social workers have access to clinical supervision for licensure. Incumbent oversees orientation of new clinical staff regarding social work functions. Develops and monitors staff compliance with social work practice, standards and guidelines on documentation, workload, data entry, ethical practice and service delivery. Incumbent assesses competency of social workers and keeps competency folders current. Participate in coverage for social work services on the assigned uniservice, and when needed for other social work teams (inpatient and outpatient) as needed. Oversees and provides the coordination and assignment of social work staff in assigned unit during disasters, drills and emergencies when indicated. Will participate in rotational weekend and after-hours Will complete other duties as assigned. Will maintain licensure and maintain the ability to provide supervision for advance practice licensure without interruption. Work Schedule: Monday-Friday, 8:00am-4:30pm Financial Disclosure Report: Not required

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part.. Preferred Qualifications: At least 2yrs or more of Supervisory Experience, Homelessness Experience, HUD-VASH Experience You may qualify based on your experience and/or education as described below: Grade Determinations: GS-13 Supervisory Social Worker: For Supervisory Social Worker, grades are determined by the scope of responsibility and the type, size, and complexity of the assignment. Experience, Education and Licensure: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience. In addition, the candidate must demonstrate the professional KSAs in subparagraph (b) below. Demonstrated Knowledge, Skills, and Abilities: a Ability to independently organize work, set priorities, and meet multiple deadlines. b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. c) Ability to ensure provision of clinical social work services by supervised social workers. d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. f) Ability to provide staff training and development. You will be rated on the following Competencies for this position: Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
