About the Position: Responsible for providing technical advice and guidance in various civilian and military program areas to all levels of management officials within the command located on Fort Leavenworth, KS.
This is a developmental position and will be filled at the GS 11 grade level ONLY. Full performance is the GS 12 level.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence, and limited complexity.
Serve as the Installation Sponsorship Liaison for the Installation and maintain communication between Soldiers, the community and commands.
Ensure all commands on the installation maintain required primary and alternate unit sponsorship coordinators.
Provide sponsorship briefs and reports to senior leadership.
Provide guidance on policies, procedures and requirements in support of the DoD Performance Management and Appraisal Program (DPMAP).
Ensue the timely submission of performance evaluation of all employees assigned to the USAG, Ft Leavenworth.
Compile statistical reports utilizing automated tools to format reports into the appropriate requested format.
Conduct assigned portions of studies to assist in the development of initiatives to improve management processes and systems using the most efficient utilization of human resources.
Assist in reviewing new policies and requirements and prepares written technical procedures using own technical knowledge to ensure the best product for the command and staff.

- Temporary duty travel (5% or less) away from the normal duty station may be required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. This position is developmental and will be filled at the GS 11 level ONLY. Full performance level is at the GS 12 level. The incumbent may be promoted to the next grade level non-competitively after completion of one year of specialized experience at the next lower grade level and all statutory and regulatory requirements have been met, performance is satisfactory and promotion is recommended by the supervisor.
NOTE: Promotion to the next higher grade is not guaranteed and is contingent upon the above criteria.
If a Priority Placement Program applicant is determined best qualified and selected, placement must be at the full performance level for priority consideration.
Specialized Experience required GS 11 level: At least one FULL year of specialized experience at or equivalent to at least the GS-09 grade level in the Federal service. Specialized experience is defined as experience facilitating the coordination of requests for personnel actions to ensure accuracy and timeliness; collaborating with management regarding human resource techniques involving the development of strategic goals for change; interpreting human resource policies to guide management about civilian personnel recruitment strategies; and, managing the development and coordination of a Sponsorship Program monitoring system. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
Time in Grade Requirement GS 11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
Specialized Experience required GS 12 level: At least one FULL year of specialized experience at or equivalent to at least the GS-11 grade level in the Federal service. Specialized experience is defined as experience managing a military and civilian personnel management program; interpreting human resource policies to guide management about civilian personnel recruitment strategies; analyzing organizational requirements to ensure personnel readiness; and, overseeing the development/coordination of a Sponsorship Program monitoring system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Time in Grade Requirement GS 12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
