The primary purpose of this position is: to provide a security specialist for the duties and responsibilities in Section II while managing all aspects of a designated Special Access Required (SAR) program which not only supports Air Force and Joint Projects but other DoD programs, i.e. Navy, Army, and the Marine corps.

Duties

Performs as the AF/TE Security Specialist. Manages, Assesses, develops the travel policy for the AF FMP and briefs 40 - 50 foreign travel packages annually to the USAF Executive Agent (EA) of the Foreign Materiel Program (FMP) in support of external organizations/agencies supporting the FMP. Reviews requests for access to Air Force and Joint Special Access Programs and makes initial SAP Eligibility Determinations. Interprets, formulates, and implements regulatory guidance for Classification Management and Safeguarding requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge in planning, organizing, directing, operating, and evaluating the Information/Industrial Security Program coupled with a cohesive and comprehensive classification management program. Knowledge and expertise of all facets of National Industrial Security Operating Manual (NISPOM), practices, procedures, and regulations applicable to the performance of a full range of complex security management responsibilities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of wide range of security systems, concepts, principles and practices, including Industrial, Information, Personnel Security, and program protection. Knowledge of Information and Special Security processes for classified material handling, classification and declassification policies, standards, and guides. Knowledge of the investigative processes and procedures of suspected security incidents and violations, espionage and sabotage, and loss, compromise or suspected compromise of classified. Knowledge of security systems, practices, principles, and procedures utilized in other DoD agencies, as well as private industry, to ensure state-of-the-art security applications. Ability and experience to plan and implement Information/SCI/SAR Security working practices. Ability to effectively write and orally communicate security information to various audiences, to include line staff, management, and key executives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
