You will serve as a FINANCIAL MANAGEMENT ANALYST in the OFFICE OF THE ASSISTANT SECRETARY OF THE NAVY (FINANCIAL MANAGEMENT & COMPTROLLER) Secretariat Comptroller and Resources Department.
Duties
You will serve as a Senior liaison for budget, accounting or financial management policies and procedures within the organization.
You will brief senior managers on program execution and provide recommendation to correct program variances or problem areas.
You will provide advice on financial transaction and program execution, and ensure financial integrity timeliness, accuracy and validity of budget execution.
You will justify budget and funding recommendations, perform program execution review, analysis and appraisal of budget and funding to senior leaders and higher authorities.
You will provide expert technical guidance in financial data and the analysis and reconciliations of the DoD general ledger accounts.
You will provide expert technical advice to DoD accountants and IT specialists in the area of accounting policies and procedures.
You will identify errors in financial data and the subsequent effects on financial statements and key accounting metrics.
You will work collaboratively to identify and establish measurable data health metrics with a focus on accounting and financial reporting improvements applicable to BSOs undergoing GL migrations.
You will evaluate accounting records/reports/data to identify accounting problems and recommend corrective actions.
You will analyze accounting records/data to assess accuracy, completeness, and conformance to reporting guidance and procedural standards.
You will utilize accounting systems to generate, analyze, and report accounting matters to staff and senior leaders.
You will monitor and advise on financial data integrity utilizing key accounting performance indicators. E.g. Abnormal balances, Tie points, Intra-Governmental Transaction, Unmatched Transactions, Government-wide Treasury Account Symbol edits, etc.
You will support BSOs in the development of corrective actions to correct data health issues identified.
You will research, prepare, develop and respond to white papers, position papers and memoranda in response to complex and unique areas or topics involving DoD financial data and accounting and reporting issues.
You will demonstrate effective communication, both orally and in writing, and resolve accounting issues in partnership with stakeholders.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- Occasional travel may be required.
Qualifications
GS-14
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 or pay band in the federal service or equivalent experience in the private or public sector such as:
Providing recommendations on financial program requirements.
Conducting budget reviews and formulations for a large organization.
Preparing budget justifications to include reviews to higher authorities.
Designing and implementing improvement plans.
Analyzing financial operations and making recommendations for improvement.
GS-13
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 or pay band in the federal service or equivalent experience in the private or public sector such as:
Assisting with budget reviews and formulations and providing recommendations on financial program requirements.
Analyzing and recommending improvement plans.
Developing and interpreting budgetary policies, practices, laws and/or regulations.
