Duties
Develops, reviews, and revises instructional training documents and identifies deficiencies in training materials and training programs.
Applies Instructional Systems Design (ISD) principles, standards, and methodology to the design, development, and review of training products.
Independently conducts the more complex studies and resolves problems and issues unresolved at lower levels and problems or situations involving new or substantially changed operations.
Advises and consults with management presenting decisions and recommendations concerning the treatment of problems or situations not covered by guidelines.
Analyzes systems and procedural changes to determine training requirements and implements changes to functional training courses or initiates development of new training interventions.
Verifies, analyzes, and evaluates data to verify training material content and conducts policy, procedure, and process reviews.
Keeps abreast of changes in financial management policies, regulations, and directives to determine effect on operations.
Duties will be developmental in nature while performing below the full performance level (GS-11)
Requirements
- Must be a U.S Citizen or National.

Qualifications
For GS-07: Specialized experience at the GS-05 grade level is defined as: assisting in the development of training materials, assisting in the instruction or training for financial operations; assisting with the review of functional training; and assisting in the creation of web-based training courses and utilizing knowledge of web-based software such as Articulate 360 and Lectora.
For GS-09: Specialized experience at the GS-07 grade level is defined as: developing training materials, with assistance; providing formal instruction or training for financial operations; being able to provide input in reviewing functional training for procedural and training deficits; and creating and revising web-based training courses with little assistance.
For GS-11: Specialized experience at the GS-09 grade level is defined as: developing training materials; providing formal instruction or training for financial operations; reviewing functional training for procedural and training deficiencies; creating and revising web-based training courses using Articulate 360, and/or Lectora.
GS-07 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-07, applicants must have served 52 weeks as a GS-05 or higher grade in Federal Service.
GS-09 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-09, applicants must have served 52 weeks as a GS-07 or higher grade in Federal Service.
GS-11 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-11, applicants must have served 52 weeks as a GS-09 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
This position will be covered by the DFAS Career Acclimation Program (DCAP). The purpose of this program is to develop well-qualified, well-trained, high potential employees for future positions within DFAS. Selections at the entry levels, GS-07 & GS-09, will be covered by a formal training development program with promotion opportunities under the DCAP Program. Promotion is conditional based on performance, successful completion of training, and availability of higher graded work. Individuals who previously successfully completed the program will not be placed in the formal developmental program and are ineligible for having pay set using maximum payable rate or pay retention. GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (

Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
