Duties
This Senior Advisor position is located in Operations Support (OS) Enrollment Services and Vetting Programs (ESVP), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
The incumbent serves as Senior Advisor to the Deputy Assistant Administrator (DAA), leads special projects, policy studies, initiatives, and change efforts of a special and sensitive nature. Reviews and analyzes a wide variety of policy, procedures, program and administrative actions, reports, and projects such as new and revised regulations, funding recommendations, program guidelines, etc., developed by senior staff and those from outside organizations. Directs and coordinates the efforts of other professionals in multidisciplinary studies of extraordinary importance for TSA as an agency.
Researches complex program and policy areas and exercises primary responsibility for developing goals, analytical framework, and appropriate methodologies to be used in each aspect of the study and for reviewing final work products produced by others. Uses a wide variety of quantitative and qualitative techniques to examine information and data that may contain critical gaps or are of limited reliability.
Performs a variety of consultative and advisory services relating to implementation of national transportation security programs. The duties are nationwide in scope, involving programs with budgets in the millions of dollars; and are highly interrelated with other Federal legislative authorities and programs, under heavy scrutiny from political and highly motivated interest groups and directed toward addressing the critical needs of TSA's national transportation security programs.
Provides advice, guidance and assistance to the DAA and his/her subordinate Division Directors/staff to ensure the development and implementation of policies procedures, and systems needed to plan, develop, monitor, and support effective work efforts with national transportation security programs. The incumbent is recognized as an expert in the interpretation and/or formulation of policy and significant national transportation security activities, legislation, and programming.
The incumbent uses judgment and originality to plan the sequence, direction, and progress of work; discerns or devises creative solutions and actions that resolve policy issues, conditions, and problems; and presents balanced findings. The incumbent takes into account and gives appropriate weight to uncertainties about data or other variables which affect long-range program performance; and recommends methods to improve program effectiveness.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such Specialized Experience defined as:
Apply analytical methods and techniques to evaluate and interpret policies, legislative initiatives, projects etc., AND
Propose solutions to management problems characterized by their breadth, importance, and severity., and for which previous studies and established management techniques are frequently inadequate or settling matters involving significant or controversial issues, AND
Meet and deal effectively with a variety of personnel having opposing points of view and conflicting interests; negotiate effectively with management at all levels.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
