This position is located in the Architect of the Capitol (AOC), Office of the Chief Financial Officer (OCFO), Budget Division. The incumbent is a budget analyst for a serviced organizational component performing the full range of budget analysis assignments.
Duties
The incumbent is a budget analyst for a serviced organizational component performing the full range of budget analysis assignments. The incumbent serves as the primary payroll analyst and advises on financial resources for full-time equivalents (FTE) for budget execution, formulation, and reporting. The incumbent provides authoritative advice to supervisors and managers on the proper and effective utilization of all financial resources in accordance with applicable laws, regulations, and agency policies and programs.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
To qualify at the GS-12 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. The qualifying experience includes meeting at least three (3) of the tasks listed below to qualify for this position. It must be reflected in your resume that these tasks performed are on a regular and recurring basis identified in the resume.
1. Apply comprehensive knowledge of commonly used budgetary methods, practices, procedures, regulations, precedents, and policies to perform budget analysis, formulation, and execution duties.2. Prepare and Analyze Payroll. Review and interpret complex payroll data, identify and resolve discrepancies and generate detailed reports. Proficient in data analysis and reporting tools such as Excel and pivot tables.3. Prepare written documents and reports to communicate detailed agency financial information, including availability and status of funds, expenses, and obligations.4. Provide guidance and interpretation on financial/budget regulatory or statutory requirements, policies, and procedures.5. Maintain financial controls and monitor obligations, utilization, and commitments for a large organization.
