As a Supervisory Budget Analyst at the GS-0560-14, you will be a part of the Office of the Chief Financial Officer (OCFO), Budget and Performance (BP), Office of Personnel Management (OPM). If selected, you will be responsible for directing, leading, and coordinating key budget operations. The incumbent manages the formulation, justification, and execution of the budget for an assigned major component of OPM.
Duties
Serves in supervisory, lead, and facilitating roles for the entire process of funds control, including planning, apportionment, allocations, analysis, and forecasting. Responsible for oversight and review of all assigned OPM programs.
Applies and interprets, as necessary, fiscal strategy, policies, and instructions to all assigned operating programs and activities. Develops or amends OCFO budgetary procedures and BP work instructions subject to the Budget Officer's approval.
Analyzes program plans and requests, works to resolve discrepancies in program plans, make recommendations to management based on assessments of the validity of program assumptions and realism of estimates.
Conducts special analyses of financial or management issues and recommend solutions requiring coordination with multiple programs and/or offices.
Presents, participates in presentations, and/or develops presentations of program plans to senior management. Represents the agency in presenting decisions and guidance to program managers.
Prepares justification language and materials on programmatic issues included in budget requests. Reviews justification materials prepared by program managers and evaluates the propriety of materials presented for compliance. Proposes alternative justifications as necessary.
Prepares appeals and supplementary information for use in budget and organizational performance presentations to senior management and external parties.
Forecasts resources needs, recommends fund allocations and allotments, reviews fund requests and recommends appropriate action. Negotiates funding levels and approvals with program managers.
Maintains ongoing insight into assigned major program areas, advises management as to potential problems areas, and offer alternatives to mitigate or solve programmatic and resource problems.
Provides technical advice and assistance to management in all areas of budgeting, including formulation of estimates, justifications, and budget execution.
Provides input to monthly budget reviews, financial reports, and other budget analyses. Counsels and advises others on financial matters. Monitors budgets, including expenditures or cash flow.
Designs or conducts analytical studies, cost benefits analyses or other research. Forecasts money, material, or staffing needs. Analyzes or interpret financial information. Uses mathematical or statistical formulas or methods.
Uses computer systems or applications to access, create, edit, print, send, retrieve, or other information. Processes or analyzes data using computer systems. Maintains computerized database.
Evaluates, monitors, or ensures compliance with laws, regulations, policies, standards, and procedure. Interprets and applies laws, regulations, policies, standards, or procedures to specific issues. Explains and provides guidance on laws, regulations, policies and procedures.
Assigns work to subordinates based on priorities, consideration of difficulty, requirements of assignments, and capabilities of employees. Develops performance standards and evaluates performance of subordinates. Provides advice, counsel, or instruction to individual employees on both technical and administrative matters. Identifies developmental and training needs of employees and provides or makes provision for such development and training.
Qualifications
For the GS-14 Grade Level: You must have at least one year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the federal service (obtained either in the private or public sectors) performing ALL of the following:
leading the resolution of complex budgetary issues through cost-benefit and long-range analyses;
providing technical advice on budget execution operations, annual budget requirements, annual obligations, and operating costs;
monitoring an organization's execution of obligations and expenditures against operating plans in order to identify anomalies and deficits;
preparing and delivering briefings and presentations for regular budget projection meetings; and
writing budget justifications for OMB and Congress.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level.
