The primary purpose of this position is to serve as a command headquarters level in the field of Nuclear Command, Control and Communications (NC3) weapon system (WS), applying communications system maintenance / logistics to analyze, develop, / evaluate issues, develop, and coordinate recommendations to resolve problems and effectiveness and efficiency of work operations.
Duties
Applying NC3 maintenance and logistic experience, analyzes, develops, and evaluates issues, and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.
Documents planning and programming inputs/recommendations/positions/decisions in appropriate formats to meet Air Force and Major Command requirements for AF NC3 WS. Identifies operational requirements, assesses impact on assignments, and develops recommendations for changes and revisions as appropriate.
Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Provides advice and recommendations to senior leaders, mid-level managers, action officers and systems program offices regarding maintenance, sustainment, replacement, integration, and effectiveness of NC3 systems on given AF NC3 weapon systems.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to NC3 at designated Command Centers.

- May travel by military or commercial air to conferences, meetings, or other functions away from the duty site.
- Communications systems maintenance/logistics experience is critical to the successful completion of the work.
- The employee must be able to obtain and maintain Top Secret/Sensitive Compartmented Information (TS/SCI) clearance
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime and may require occasional 12-hour shifts
- This is a testing designated position (TDP). The employee is subject to random drug testing as a condition of employment.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of management and organizational principles and practices for a variety of AF NC3 infrastructure support functions, AF NC3 weapon systems, security, interagency responsibilities/linkages and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes. Knowledge of Department of Defense and Air Force planning, acquisition, and management processes to provide PPBE guidelines and advisory services in support to long-range Air Force war, mobilization, exercise, deployment, and similar operations planning efforts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the current and developing technologies in support of AF NC3 weapon system sustainment, operations, concepts, policies, and laws; sources, responsibilities, and means for aiding and advice to resolve problems; and all aspects of an integrated NC3 weapon system life cycle.
2. Knowledge of operational AF NC3 weapon systems activities such as ICBMs, airborne, command posts and primary command centers as related to the nuclear mission.
3. Knowledge of the application of Air Force communications maintenance and logistics expertise as it applies to assigned NC3 WS programs; and assigned weapons systems.
4. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of AF NC3 requirements. Ability to apply knowledge and experience in the MAJCOM-level DoD PPBE, POM, and funding processes.
5. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
6. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
