About the Position: Serves as Medical Service Account (MSA) Specialist/Treasurer. Independently manage the MSA and treasury in an efficient, cost effective manner. Work includes identifying and implementing ways to increase quality, productivity, and efficiency of the MSAO and treasury. Provides advice and service to customers, patients and beneficiarys regarding billing and collection services. Telework sitiational in accordance with agency policy. This is a Direct Hire Solicitation

Duties

Implement policies, guidance, and procedures regarding the billing and collecting of funds for medical services rendered to uniformed services beneficiaries, civilian emergencies, and other authorized patients. Monitor, analyze, reconcile and balance all reports required on a monthly and quarterly basis. Negotiate acceptable payment schedules for patients. Advise billing procedures to patients, their representatives, health insurance companies, and the JAG regarding government collection requirements. Determine appropriate disposition for delinquent accounts; appropriately ages and tracks all accounts for Veteran Affairs, MSA and NATO (international) accounts. System Administrator for the medical services accounting subsystem of the Composite Health Care System (CHCS). Utilizes a variety of systems in daily performance of duties: such as GENESIS, ADS, GFEBS, ABACUS, etc. Develop metrics providing patient statistical data and revenue projection for the operation and maintenance of the Hospital. Provides final reconciliation of all medical service account collections and disbursements ensuring correctness. Custodian of the Patient Trust Fund, directs, receipts, safeguards, disburses and accounts for patients' funds and valuable deposited and maintains validation of receipts and disbursements. Plan and revise work schedules and assignments to ensure an even flow and distribution of workload and the expeditious handling of priorities. Oversee work by reviewing it in progress, upon completion, or, as appropriate, on a spot check basis. Write/update standard operating procedures to define responsibilities and requirements. Provide staff direct administrative and technical guidance on work requirements and procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • This position requires the incumbent to have tuberculosis testing.
  • This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes advising customers, patients and/or beneficiaries on billing and collection procedures; assisting with implementing policies, guidance, and procedures regarding the billing and collecting of funds for medical services rendered; certifying the validity and accuracy of inpatient and outpatient medical service accounts; utilizing a variety of billing/collection automated systems to process transactions; and assisting in compiling accurate and timely financial and accounting reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Finance Administration or Budget Administration OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year ( total graduate semester hours minus 18) by 18. Add the two percentages.
