You will serve as a Program Analyst in the Industrial Capability & Infrastructure Group of COMFLTREADCEN.

Duties

You will develop tracking mechanisms to capture proposed changes for organizational structures. You will prepare reports to detail the findings of an organizational analysis. You will identify and resolve problems in worker-flow, work methods, and procedures to improve organization effectiveness. You will collaborate with internal and external stakeholders identify and assess operational information, needs, or business trends. You will develop written material documenting results of analyses. You will present conclusions based on analysis to managers.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Formulating, developing, establishing, and implementing strategies, procedures, and documentation for the analysis of projects, to include review and analysis of execution status/plans and milestones, spend plans, acquisition documents, and tracking of fiscal adequacy and planned progress. 2) Preparing documents (correspondence, memorandums, reports, agendas, etc.), and monitoring the program milestones closely with key stakeholders. 3) Developing Program Acquisition Documents such as Tailoring Memos, CONOPS, Roles and Responsibilities, Program Schedules, etc., writing reports to Congress, developing Presidential Budget Fact Sheets, Requests for Information (RFI) responses, and coordinating the development of internal and external Program Office (PMA) briefs. 4) Communicating closely and assisting as a team member in coordinating cost-benefit analysis strategies, developing courses of action to ensure successful program execution, and participating in program budget reviews. 5) Monitoring current and projected program objectives to ensure implementation and developing alternative plans to implement within constrained or diminishing resources, and ensuring compliance with policy, procedures, instructions, directives, etc. 6) Interfacing with key stakeholders throughout the Fleet and participation as a member of task groups, project teams, and staff studies to assess program impact and progress of new and continuing initiative.
