This position is located in the Department of Education (ED), Federal Student Aid (FSA), Finance Directorate in support of the Chief Financial Officer. This position serves as senior budget analyst and Contracting Officer's Representative on all assigned CFO contracts with primary duties and responsibilities that include: Budget and Contracting Officer Representative work.

Qualifications

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.  MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.  Specialized experience for the GS-14 is demonstrated by performing one year of experience equivalent to the GS-13 level in at least two (2) of the following three (3) duties or work assignments: Administering contracts and applying knowledge of federal contracting laws, regulations, procedures, and processes to ensure compliance. Applying knowledge of Federal budget processes, laws, regulations, policies and procedures, and communicating with management and other stakeholders through oral and written communication Managing and meeting deadlines on contracts, budget and special projects concurrently. and A FAC P/PM level II or level III certification is preferred but not required. Project Management Professional certification issued by the Project Management Institute is also preferred but not required. A selectee will be required to obtain FACP/PM level II certification within 12 of months of hire date. FAC P/PM certification must be obtained in accordance with the required training set forth by the Federal Acquisition Institute. Additional training may be required to develop program and technical competencies relevant to the assigned contracts and projects. and This position has a Selective Placement Factor, which is a skill, knowledge, ability, or other characteristic essential for the job's satisfactory performance. The Selective Placement Factor represents the minimum requirements for this position and is a prerequisite for appointment. Applicants who do not meet the Selective Placement Factor are ineligible for further consideration. Selective Placement Factor: A COR Level II or Level lll certification is required upon acceptance of this position. A selectee will be required to obtain COR level III certification within 12 months of hire date. The COR must maintain their COR certification in accordance with the required training set forth by the Federal Acquisition Institute. Additional training may be required to develop program and technical competencies relevant to the assigned contracts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Credit will be given for all appropriate qualifying experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience.    For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience.  For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
