This position is in the Sector Operations Division, Department of Compact Operations (DCO) of MCC. Although the position is advertised equivalent to GS-14/15, MCC uses a pay banded system to compensate employees. This position is pay band 3B/3A which is generally equal to GS-14/15.

Duties

You will be responsible for ensuring that US Government funds are properly planned, budgeted, obligated, and expended in MCC foreign assistance programs; leading MCC's efforts in developing the Grants policies and procedures that need to be followed by our foreign partner countries; and supervising our partner country entities that are appointed by their governments to implement MCC funds, called the Millennium Challenge Accounts (MCAs) or the Accountable Entities (AEs), in their use of these policies and procedures in the award and management (called Grant Administration). These policies and practices follow MCC's Program Grants Guidelines (PGG). Typical work assignments will include: Developing new policies and procedures within PGG and modifying PGG and associated documents to keep them current and applicable to MCC partner country situations. Conducting training programs on PGG and associated documents and supporting MCAs in awarding and managing Grants. Evaluating, as needed, the adequacy of MCAs' Grant management procedures and structures proposed by the MCAs to help MCC determine if those could be acceptable by MCC as adequate for protecting MCC funds. Analyzing and proposing solutions to administration challenges in implementing MCC-funded grants in partner countries. Providing authoritative guidance to MCAs and MCC colleagues. Supervising MCA's Grant Administration structure to prevent fraud, waste, and abuse in the use of grant resources. Contributing knowledge of Grant Administration topics, best practices, and lessons learned to MCC. Assisting the Office of the Inspector General, when necessary, on matters related to Grant audits. Performing related duties as assigned.

Requirements

Qualifications

To qualify for pay band 3B applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4A (GS-13) or an equivalent level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, this experience is defined as; administering Federal grants, cooperative agreements, or awards and ensuring that US Government funds are properly planned, budgeted, obligated, and expended; applying knowledge of 2 CFR 200 and related appropriations law and procedures; providing expert guidance and advice to others regarding the expenditure of funds; conducting reviews of grantees for ensuring compliance with applicable laws, regulations, and guidance; drafting policies and operational procedures, guidance, templates and training material for grants, cooperative agreements, or awards programs; and communicating (both orally and in writing), with a variety of stakeholders to present, discuss and implement findings and recommendations. Note: This experience MUST be well documented within your resume or application. HIGHLY DESIRABLES: Extensive experience and full familiarity with 2 CFR 200, and its related regulations and procedures, for providing US government funds to non-government entities. Knowledge of grants management in international donor agency with USAID or State Department or the World Bank context preferred. PART-TIME OR UNPAID EXPERIENCE: Credit may be given for appropriate unpaid and or part-time work.
