You will serve as a HUMAN RESOURCES SPECIALIST (LABOR AND EMPLOYEE RELATIONS) in the Human Capital Management Group and Labor & Employee Relations Department of NAVAIRWARCENAC DIV. The duty location of this position is Patuxent River, Maryland.

Duties

You will serve as the Command’s subject matter expert in conducting investigations, reviews, studies, analyses and evaluations on behalf of management related to conduct in the workplace. You will perform technical consultancy on labor and employee related matters such as performance, conduct, discipline, adverse actions, grievances, and appeals. You will recognize human resources obstacles that cause conflict in an organization. You will develop training to educate supervisors on policies and procedures for handling employee relations issues. You will determine the corrective action required for regulatory compliance issues identified in human resources program inspections. You will draft formal correspondence on disciplinary and adverse actions (e.g., letters of reprimand or major disciplinary action justifications).

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS 11/12) grade level or pay band (DA-04) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing complaints and grievances involving allegations of inappropriate conduct; and making a recommendation on the appropriate course of action to management officials; 2) Gathering supporting data, evidence, facts, statements, and generating an investigative report to assist management officials in the evaluation of conduct in the workplace; 3) Technical consultancy on labor and employee related matters such as performance, conduct, discipline, adverse actions, grievances, and appeals; 4) Developing and providing training to support and promote the Command's investigative program. This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Expert experience in analyzing complaints and grievances involving allegations of inappropriate conduct; and making a recommendation on the appropriate course of action to management officials.
