This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.
Duties
To provide technical expertise and assistance in the area of international affairs. Serves as
program manager on international programs with general expertise. Serves as NIST
representative at meetings with international entities including foreign governments/institutions
and international organizations. Defines international objectives; work outcomes to influence
NIST international plans, goals and impacts for the success and continuation of key international
programs essential to NIST mission.

Qualifications
Basic Requirements:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
IN ADDITION TO THE BASIC REQUIREMENTS: Applicants must have at least 1 year (52 weeks) of specialized experience equivalent to the GS 12 (ZP-III at NIST) level, experience is defined as knowledge of international S&T policies & programs, protocols, and diplomacy. General knowledge of scientific programs/policies/organization; U.S. foreign S&T policies; foreign guest researcher, associates, and visitor's programs; State, USAID, Homeland Security, Commerce international S&T engagement protocols and policies. Knowledge of national security foreign issues, liaison to State Dept, DoC, OSTP, NSC,NSF, USTR, and other institutions as required.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
